Dr. Fang is a senior consultant ophthalmologist with subspecialist interest in complicated cataracts, glaucoma and medical retina. He graduated with Bachelor of Medicine and Surgery (MBBS) from the University Malaya, Kuala Lumpur in 1986. He completed ophthalmology specialist training in Universiti Kebangsaan Malaysia (UKM) and Hospital Kuala Lumpur between 1990 and 1994, and was conferred Masters of Surgery in Ophthalmology from University Kebangsaan Malaysia (MS Ophthal UKM) in 1994. He was a clinical fellow in glaucoma at the Department of Ophthalmology, Prince of Wales Hospital, Sydney under Dr. Ivan Goldberg in 1995.

After returning from subspecialty training in glaucoma from Sydney, he was promoted as a Consultant Ophthalmologist in Hospital Kuala Lumpur and head the Glaucoma service between 1995 to 1999. He subsequently joined the Tun Hussein Onn National Eye Hospital in 1999 where he performed high volume cataract surgeries and glaucoma drainage devices implantation. He has conducted numerous phacoemulsification instruction courses and courses on Glaucoma drainage devices locally and internationally.

He is actively involved and served many positions in local, regional and international ophthalmology societies, including Honorary Secretary of the South East Asia Glaucoma Interest Group (SEAGIG), chairperson of Malaysian Association of Small Incision Surgeons (MASIS), regional representative for the Asia Oceanic Glaucoma Society, scientific committee of the Asian Angle Closure Glaucoma Club, society editor for the International Glaucoma Review of the International Association of Glaucoma Societies and committee member for various other societies. He also was conferred the Distinguished service award by the Asia Pacific Academy of Ophthalmology in 2007.
